40a294d21e Build/Test Tools: Backport GitHub Action and build improvements to the 5.3 branch. 
This backports several build and test tool improvements to the 5.3 branch. Most notably, this includes:

- The changes required to allow each workflow to be triggered by the `workflow_dispatch` event so that tests can be run on a schedule [50590].
- The ability to run PHPUnit tests from `src` instead of `build` [50441-50443].
- Splitting single site and multisite tests into parallel jobs [50379].
- Split slow tests into separate, parallel jobs for PHP 5.6 [50444].
- Better branch and path scoping for GitHub Action workflows when running on `pull_request` [50432,50479].
- Several `devDependency` updates.

Merges [50267,50299,50379,50387,50413,50416,50432,50435-50436,50441-50444,50446,50473-50474,50476,50479,50485-50487,50545,50579,50590,50598] to the 5.3 branch.

7c466f7c74 Build/Test Tools: Support NodeJS 14.x in the 5.3 branch. 
This updates the 5.3 branch to support the latest LTS version of NodeJS (currently 14.x), allowing the same version to be used across all WordPress branches that receive security updates as a courtesy.

In addition to backporting the package updates that happened after branching 5.3, dependencies that were removed in future releases have also been updated to their latest versions.

0e21d32900 Build/Test: Bump devDependencies for WordPress 5.3 
This upgrades a number of devDependencies.  Some of these include changes to how the tasks are configured.

Uglify: There are deprecated options from 2.x to 4.x, see: https://github.com/gruntjs/grunt-contrib-uglify#options

Autoprefixer: Browserslist now warns when passing in the browser list, so that is put into package.json

As with most changes to uglify, this changes every minified JS file.

Fixes #48203.

e2e22580db TinyMCE: 
- Prevent applying Indent and Outdent while an image with a caption is selected. It doesn't do anything and breaks the caption elements.
- Keep all of the text when a caption `<dl>` was somehow changed.

5855cb0e60 When editing an image from the editor, and the image has a value for alignment (but not for width or caption), don't bail without first checking that the alignment's value is not alignnone. If so, add the class to the <a> before bailing.

efe8fd4694 TinyMCE, improve accessibility: 
- Return focus to the editor on pressing Escape while the image toolbar is focused.
- Add a Close button to the Help modal and close it on Escape.
- Override the title on the editor iframe (read by screen reader apps), replace with the Alt+Shift+H shortcut.
- Add focus shortcuts descriptions to the Help modal.

f3ba529c2f TinyMCE: don't hide the image toolbar when the iframe window fires onresize. There is a bug in several browsers that triggers onresize when a tooltip is shown, only in RTL mode. Also use better variable name. Fixes #30147.
