Previously, changing these constants in `wp-tests-config` would cause PHPUnit to regenerate `wp-api-generated.js` with different values.
This commit uses the existing mechanism to also "freeze" all values that would change as a result of changing these constants.

At the heart of the matter, the `$menu_slug` parameter in `add_menu_page()` and `add_submenu_page()` is not sanitized with `sanitize_key()`. When the screen object is later built for the admin page, the screen ID is derived from that `$menu_slug` value, though passed through `sanitize_key()`, which can produce unexpected results in comparison check.
Changing the sanitization code to provide actual parity is out of the question at this juncture, so updating the docs to describe how to avoid this edge case is the next best option.

As mentioned when these dynamic hook references were originally fixed in [33274], we can't link to non-existent hooks inline because the Code Reference auto-linker won't pick up on the dynamic-ness of the hook, it'll just try to link to a hook reference that doesn't exist. In these cases, we need to be generic and provide context for the value of `$type`.

By and large, arguments in the `$args` array are intended to directly affect how nav_menu_item posts are retrieved. When the default ARRAY_A is used for 'output', the 'order' and 'orderby' arguments are essentially ignored, instead giving preference to a hard-coded order of 'ASC' and an orderby value derived from the non-get_posts() argument 'output_key'.

This changeset addresses two related issues:
* When splitting shared terms from hierarchical taxonomies, the process of regenerating the taxonomy hierarchy (`_get_taxonomy_hierarchy()`) requires recursive calls to `get_terms()` in order to descend the tree. By waiting until all shared terms in a term group have been invalidated before regenerating their taxonomy hierarchies, we avoid certain race conditions.
* Previously, a coding error prevented single-term caches from being invalidated for children of split terms. This error dates from [31418].

Using the `focus` event on the permalink custom structure field made impossible
to navigate through all the form fields using only the keyboard without actually
selecting the custom structure setting. Instead, using click and input preserves
the original functionality when using any kind of pointing or input device.
Also changes `attr()` to `prop()`` as recommended for a `checked` property.

This commit adds a new `WP_REST_Server#remove_header` method and uses it to clear the `Last-Modified` header when the "no caching" headers are sent (by default for all authenticated REST API requests). This matches the behavior of the `nocache_headers` function used in other parts of WordPress.
Previously, the REST API would send an empty `Last-Modified` header in this situation. Under some server and browser configurations, this causes browsers to cache authenticated REST API requests, which is undesirable.

Only set these headers if (1) `WP_DEBUG` is enabled and (2) headers have not already been sent.
Previously, this code could generate warnings by trying to set a header after response data has already been sent. This happens when code attached to the `shutdown` filter calls a deprecated function, for example.
Also, these headers are unlikely to be useful in the majority of cases; let's only send them if `WP_DEBUG` is enabled.

During a PHPUnit test suite run, a file named `wp-api-generated.js` is created which contains some response objects that serve as fixtures for the `wp-api.js` client unit tests.
Previously, some of these API responses were actually error objects, which isn't what we want for testing. This commit fixes the existing error responses and prevents this situation in the future.

The unit tests introduced as part of [40486] used the wrong `site_count` network option name instead of `blog_count`. This did not cause actual issues in the tests, but deleting the option was supposed to verify that it is properly recreated afterwards. The usage of the wrong name made these tests less useful, so this changeset fixes it.

If an email address is missing an `@`, we can't assume enough to check it against a list of domain names.
Additional validation of email should happen in `is_email()` before being passed to `is_email_address_unsafe()`.

Now that `get_blog_count()` and `get_user_count()` both support passing a `$network_id` parameter (see [40370] and [40371]), similar functionality is now available for `wp_is_large_network()`. In addition, the filter `wp_is_large_network` now accepts the network ID as its fourth parameter.
This changeset furthermore introduces unit tests for the `wp_is_large_network()` function and its filter.

Previously, the UN flag test relied on the image being produced to be quite small. Unfortunately, the Chrome PNG encoder seems to have changed recently, and it now produces a relatively large image.
For a better test, we can compare the rendering of [U] + [N] against [U] + zero width space + [N].

Using the `focus` event on the date and time custom format fields made impossible
to navigate through all the form fields using only the keyboard without actually
selecting the custom format setting. Instead, using `click` and `input` preserves
the original functionality when using any kind of pointing or input device.

The test `Tests_Comment_CheckComment::test_should_return_true_when_content_does_not_match_moderation_keys()`
did not, in fact, test for a `true` value, but for a false one.
Switching to `assertTrue()` caused a failure, because the test comment
triggered the 'comment_moderation' test. As in other tests in the file,
the solution is to force 'comment_moderation' to 0 for the purposes of
the test.

This brings much needed uniformity to test skipping when a test requires Multisite or when a test should be excluded from running when Multisite is enabled.
Used in conjunction with the `@group ms-required` and `@group ms-excluded` notation, this removes a significant number of skipped tests from the default test suite run.

Tests in the `ms-excluded` group are now excluded when running tests with multisite enabled, and tests in the `ms-required` group are excluded when running tests without multisite enabled. The end result is a significantly reduced number of skipped tests polluting PHPUnit's output, which means verbose mode can be used to more easily see which tests are skipped or incomplete, and why.

[7520] introduced an undocumented feature whereby developers could
register a custom taxonomy with an 'args' parameter, consisting of
an array of config params that, when present, override corresponding
params in the `$args` array passed to `wp_get_object_terms()` when
using that function to query for terms in the specified taxonomy.
The `wp_get_object_terms()` refactor in [38667] failed to respect
this secret covenant, and the current changeset atones for the
transgression.

Using the new parameter, it is now possible to update the user count on a network different from the current one. While the count itself is technically a global user count and not network-wide, it is stored on each individual network, and the new parameter provides more control about where to update the count.

As a general rule, this means the fastest test jobs now run first because each subsequent version of PHP is faster than the previous. When a committer is patiently waiting for a Travis build to complete, they are at least more likely to see unexpected failures earlier than they otherwise would.
In addition, this updates the JavaScript test job to run on PHP 7.1.

This avoids a couple of expensive queries that attempt to determine whether the media library contains any audio or video items, and also makes the UI for creating playlists more discoverable.
[40382] and [40421] added filters to allow overriding this behavior; this commit changes the default value of the filters to always show these UI buttons and never run the expensive queries. The old behavior can still be restored using the filters if desired.

The Toolbar search field, when the Toolbar is displayed on the frontend, might
inherit CSS properties from the active Theme stylesheet. For example, this
happened with Twenty Seventeen that sets `display: block;` on all the input
fields. Thus, there's the need to reset some CSS properties to avoid inheritance.

When using `is_super_admin()` in a non-multisite environment, the function is supposed to check for administrator capabilities. The process of querying all users and filtering them with that function can be optimized by only querying users with the administrator role instead.

`setup_network` is a new meta capability that brings more granular control over the permissions to setup a multisite environment. In a non-multisite environment it falls back to `manage_options` while in a multisite it falls back to `manage_network_options`. The introduction of this capability furthermore allows replacing an `is_super_admin()` check.

The `get_user_count()` function returns the number of active users on a network, which is stored in a `user_count` network option. Since `get_network_option()` supports retrieving options from other networks than the current one, `get_user_count()` can now make use of that feature.

The `get_blog_count()` function used to support an `$id` parameter for the network ID prior to WordPress 3.1. This parameter has not been used since the introduction of `get_site_option()` and was later deprecated in [25113]. With `get_network_option()` however it is possible to support the parameter again, now properly renamed as `$network_id`.
A unit test has for the parameter has been added as well. Another unit test in the same class was adjusted to work properly with multiple networks existing.

For better accessibility, expandable panels should be placed immediately after
the control that expands them. This change moves the Media Library inline
uploader up, right after the "Add New" button, also introducing consistency with
the Plugin and Theme uploaders.
Adds a proper ARIA role on the button and an `aria-expanded` attribute to give
better feedback to assistive technologies users about the uploader's expanded state.

Prior to 4.7, term relationships - as set by `wp_set_object_terms()` or
`wp_remove_object_terms()` - did not affect the term query cache. The
introduction of the 'object_ids' parameter in 4.7 means that the query
cache must be aware of object-term relationships. As such, the
'last_changed' incrementor is now invalidated when term relationships
are modified.
This bug only reared its head when delaying term counting, because term
counting performs its own term query cache invalidation.

Previously `update_blog_option()` would trigger an invalidation of that site's entire cache although these changes did not affect the content of these caches. Furthermore changes to the special options `blogname`, `siteurl` and `post_count` should not invalidate the entire cache of that site, but only their respective site details cache. The option `home` now has the same behavior as it also belongs to the site details, but did not invalidate the cache at all previously.
Several new unit tests confirm these changes work as expected.

Prior to [38677], `get_term_by()` would always return false if
an empty string were passed as the queried 'name' or 'slug'. The
refactor to use `get_terms()` broke this behavior; inappropriately
imprecise `empty()` checks caused the 'name' or 'slug' clause to be
discarded altogether when fetching terms, resulting in an incorrect
term being returned from the function.
We fix the regression by special-casing truly empty values passed
to `get_term_by()`, and ensuring that `WP_Term_Query` is properly
able to handle `0` and `'0'` term queries.

Historically, it has been possible to call `get_term_by()` within
a 'get_terms' filter callback. Since `get_term_by()` was refactored
to use `get_terms()` internally [38677], callbacks of this nature
have resulted in infinite loops.
As a workaround, we introduce a 'suppress_filter' option to `get_terms()`,
and use it when calling the function from within `get_term_by()`.

Overriding pluggable functions in the test suite is asking for trouble in the future. In addition, it means the test suite can't be guaranteed to behave the same as core.
This instead introduces a `send_auth_cookies` filter which can be hooked in during the test suite to prevent these functions from attempting to send cookie headers to the client.

The site's current timezone offset is an important piece of information for any REST API client that needs to manipulate dates. It has not been previously available.
Expose both the `gmt_offset` (the site's current offset from UTC in hours) and `timezone_string` (which also provides information about daylight savings time) via the "site info" endpoint (the base `/wp-json` response).
Also update the `wp-api-generated.js` fixture file with the changes to the default API responses.

Followup to [40056] for `orderby` and `post__in`.
The interaction of these parameters is perhaps counterintuitive because `orderby` does not affect the returned results. This is overall probably the best design, and it's now better tested and documented.

Terms with duplicate names are not allowed at the same level of a
taxonomy hierarchy. The name lookup introduced in [34809] did not
properly account for the 'parent' parameter, with the result that
the duplicate-name restriction was tighter than intended (terms
with duplicate names could not be created at different levels of
a single hierarchy).

`wp_insert_term()` does not allow for terms with the same name to exist
at the same hierarchy level, unless the second term has a unique slug.
When this logic was refactored in [31792] and [34809], a bug was
introduced whereby it was possible to bypass the no-same-named-sibling
check in cases where the first term had a non-auto-generated slug
(ie, where the name was 'Foo' but the slug something other than 'foo',
such that the second term would get the non-matching slug 'foo').
This changeset fixes this issue by ensuring that the duplicate name
check runs both in cases where there's an actual slug clash *and* in
cases where no explicit `slug` has been provided to `wp_insert_term()`.
The result is a more reliable error condition:
`wp_insert_term( 'Foo' ... )` will always fail if there's a sibling
'Foo', regardless of the sibling's slug.

Since support for PDF previews were added in [38949], it's possible
that the generated image file could overwrite an existing image file
with the same name. This uses `wp_unique_filename()` to avoid this
issue and adds a '-pdf' identifier on the end of filenames.

In [40123], `WP_Image_Editor_Imagick` started using
`Imagick::setImageOrientation` and `Imagick::ORIENTATION_TOPLEFT`,
but had no equivalent feature check.
While they were introduced more than 9 years ago, it's important
to double-check everything is available before using with Imagick.

A few of the multisite tests were failing after [40124] because
multisite filters `upload_mimes` with the `check_upload_mimes()`
function to reduce the set of allowed MIME types. This fixes those
errors by skipping the tests for adding additional MIME types and
only tests file types assumed to be allowed.

Previously, when getting posts from the API with `sticky=true`, if there were no sticky posts set, the query would return all posts as if the `sticky` argument was not set. In this situation, the query should return an empty array instead.
A `sticky=true` query that should return an empty array (in the previous situation, or with `include` and no intersecting post IDs) was also broken in that it would query the post with ID 1.
Finally, this commit significantly improves test coverage for the `sticky` filter argument, including direct testing of the `WHERE` clauses generated by `WP_Query`.

A `post_format` not used by the current theme, but supported by core is not a wrong/broken piece of information. It's just not used at this point in time. Therefore we should allow setting and retrieving any of the standard post formats supported in core, even if the current theme doesn't use them.
After this commit, a post's `format` value can survive a round trip through the API, which is a good general design principle for an API.

Add QUnit tests for the parsing of custom namespace routes. Add a custom schema fixture based on the `wp-js-widgets` plugin. Test that the client can parse the widget namespace in the schema and correctly construct the expected group of models and collections. Also includes a small unrelated QUnit fix to ensure nav-menu test passes when it is loaded without its tests executing as well as a small jshint fix, adding a missing semicolon since [40107].

Internally, WordPress uses a special `post_date_gmt` value of `0000-00-00 00:00:00` to indicate that a draft's date is "floating" and should be updated whenever the post is saved. This makes it much more difficult for API clients to know the correct date of a draft post.
This commit provides a best guess at a `date_gmt` value for draft posts in this situation using the `date` field and the site's current timezone offset.

It has been unintendedly possible to both view and edit users from a different site than the current site in multisite environments. Moreover, when passing roles to a user in an update request, that user would implicitly be added to the current site.
This changeset removes the incorrect behavior for now in order to be able to provide a proper REST API workflow for managing multisite users in the near future. Related unit tests have been adjusted as well.

This commit modifies the `rest_get_date_with_gmt` function to correctly parse local and UTC timestamps with or without timezone information.
It also ensures that the REST API can edit the dates of draft posts by setting the `edit_date` flag to `wp_update_post`.
Overall this commit ensures that post and comment dates can be set and updated as expected.

There are a couple of changes to the generated API schemas between single-site and multisite mode - for example, the `url` and `email` settings are not present in the settings endpoint (see #39005).
To avoid unexpected changes to the `wp-api-generated.js` fixture file, skip generating the client test fixtures when running the test suite in multisite mode.

Remove `JSON_UNESCAPED_SLASHES` from the `wp_json_encode` call - this constant is not supported in PHP < 5.4, and we don't polyfill it either.
Also make the PHPUnit test suite correctly exit with a non-zero exit code when `wp-tests-config.php` is not present. This was causing `grunt restapi-jsclient` to incorrectly proceed to its second step even when the first step failed with this error.

Add a data normalization pass when generating data fixtures for the REST API endpoints. Ensures that the `wp-api-generated.js` fixture won't change between test runs. Set more default properties and use fixed values for any properties that can't be easily controlled (object IDs and derivatives like link). Add QUnit tests: verify that wp-api loads correctly, verify that the expected base models and collections exist and can be instantiated, verify that collections contain the correct models, verify that expected helper functions are in place for each collection.
The QUnit tests rely on two fixture files: `tests/qunit/fixtures/wp-api-generated.js` contains the data response from each core endpoint and is generated by running the PHPUnit `restapi-jsclient` group. `tests/qunit/fixtures/wp-api.js` maps the generated data to endpoint routes, and overrides `Backbone.ajax` to mock the responses for the tests.
Add PHPUnit tests in `tests/phpunit/tests/rest-api/rest-schema-setup.php`. First, verify that the API returns the expected routes via `server->get_routes()`. Then, the `test_build_wp_api_client_fixtures` test goes thru each endpoint and requests it from the API, tests that it returns data, and builds up the data for the mocked QUnit tests, saving the final results to `tests/qunit/fixtures/wp-api-generated.js`.
Add a new grunt task `restapi-jsclient` which runs the phpunit side data generation and the qunit tests together.

This commit adds tests for `orderby=relevance` combined with a search term in the REST API.
It also improves tests for the `orderby` parameter in `WP_REST_Posts_Controller` by looking at the generated SQL query instead of creating a bunch of carefully arranged test objects. This should be much more robust, and we can use this approach in other places (such as #39055).

The category is not shown in the preview. And because of how `themename_categorized_blog()` function in each theme returns false for 1 or fewer categories, and in this case it won't show the new category.

The line of code throwing the error was introduced in WordPress 4.5 in r37040 "Customize: Require opt-in for selective refresh of widgets". Since `is_customize_preview()` was introduced in 4.0.0 and Twenty Fourteen should work from WordPress 3.6 and up, this caused the issue.
The patch adds an `is_customize_preview` function if it's missing.

However the latter should apply to any kind of user, so the `is_super_admin()` check is redundant. When hitting the index, untrailingslashit() would make the REST route empty, which would then use the fallback inside WP_REST_Server. This isn't a problem most of the time, but WP_REST_Server contains a fallback to PATH_INFO. Combined with PATH_INFO permalinks, this would give a 404 on the API index, as it attempts to look up a route for "/wp-json/".

If index lengths change in table definitions, we don't recreate the index - instead, we throw a database error, as `dbDelta()` tries to create a new index with the same name.
It's better to leave the index as is, MySQL doesn't have an efficient process for resizing indices, and dropping/creating is a slow process which we don't want to trigger automatically.

The `$user_total` member of `WP_User_Query`, and corresponding `get_total()` method, have always been documented as returning an `int`. `$user_total`, however, is populated by `$wpdb->get_var()`, which returns
a string (containing an integer value). Casting the return value from `get_var()` as an `int` rectifies this discrepency.

This adds a new function `wp_get_image_mime()` which is used by
`wp_check_filetype_and_ext()` to validate image files using
`exif_imagetype()` if available instead of `getimagesize()`.
`getimagesize()` is less performant than `exif_imagetype()` and is
dependent on GD. If `exif_imagetype()` is not available, it falls back to
`getimagesize()` as before.
If `wp_check_filetype_and_ext()` can't validate the filetype, we now return
`false` for ext/MIME values.

SimplePie can set the Content-Type header automatically with the correct charset for convenience, but we already force the charset to match the site's, making it redundant at best. At worst, SimplePie incorrectly overrides the content-type for non-HTML content (such as API requests).

Introduced in [38674], the `wp_update_comment_data` filter took place after the `$data` was sliced and prepared for the database update statement. The location of the filter assumed the result of anyone applying it would not change the data type or make structural modifications or additions to the $data array. 😅
This moves the `wp_update_comment_data` filter to take place before the `$data` is sliced and prepared for the database update statement.

The `term_exists()` check is not needed because of existing dupe
checks in `wp_insert_term()`. Furthermore, `term_exists()` conflates
term names and sanitized slugs, so incorrectly marks terms like
'C' and 'C+' as duplicates of one another.

This addresses a major bug. Incorrectly setting the `$content_width` causes media embeds to end up with the wrong aspect ratio, among other issues. This fix uses `template_redirect`, to ensure conditional theme tags can be used. It also defines a default value at `after_theme_setup` so that plugins have something to work with at `init`.

When plugins don't disable the `backupGlobals` PHPUnit option in their own tests, `$wpdb` is backed up and restored between classes of tests. The serialisation process used for this broke the database connection. This previously wasn't a problem, as it was reconnecting before each test.
[38398] introduced some changes that required the connection to be available in `setUpBeforeClass()`, earlier than in was previously reconnecting. This didn't cause warnings in Core, but it did cause warnings for plugins that don't disable the `backupGlobals` option.
The database connection now reconnects in `setUpBeforeClass()`. This change also fixes a few Core tests that weren't calling `parent::setUpBeforeClass()` or `parent::tearDown()` correctly.

The `rest_{$taxonomy}_collection_params` filter in 4.7 is incorrectly using
single quotes instead of double quotes, which means it is not working correctly
as a dynamic filter. This fixes the quotes around the filter name, and also
updates the docblocks for the other 3 similar filters for better conformance to
the documentation standards.

Correct setup for the `model` attribute of `wp.api.collections` objects. Set the collection model as a function that returns a new model of the underlying type, instead of setting it as the model prototype. In [38625], the functionality to search for attachments by filename was added
via the `posts_clauses` filter and the `_filter_query_attachment_filenames()`
function. This moves `_filter_query_attachment_filenames()` from
`wp-admin/includes/post.php` to `wp-includes/post.php` so that it can be
applied in the same manner in the REST API media endpoint.

`get_category_link()` is a wrapper for `get_term_link()`. Using the
unwrapped function makes more sense semantically (it's taxonomy-
agnostic) and it's also more parsimonious (the `WP_Error` check in

Site administrators should not be able to remove themselves from a site. This moves the enforcement of this rule from `wp-admin/users.php` to `remove_user_from_blog()` via the `remove_user` capability, which furthermore allows us to get rid of two additional clauses and their `is_super_admin()` checks in `wp-admin/users.php`. A unit test for the new behavior has been added.

Previously an option containing an object would trigger an SQL `UPDATE` on all calls to `update_option`, even if the old and new values were identical. This was due to the old and new values having differing resource IDs.
This change compares the old and new values as serialized data to remove the resource ID from the comparison.

The logic in WP_REST_Request->sanitize_params() added in [39091] did not account for `null` or `false` being the sanitization_callback preventing overriding `rest_parse_request_arg()`. This fixes that oversight, allowing the built in sanitization function to be bypassed. See #38593.

Previously, the theme's CSS feature query for `object-fit` overrode styles it shouldn't have on interior pages.
This moves the feature query farther down in the stylesheet so it takes precedence in the cascade in supported browsers, and applies the appropriate selector for the interior pages. In browsers that don't support feature queries or `object-fit`, the fallback styles are still applied. The problem was that the rules had the same specificity, so this way, the cascade takes over properly. The transforms and position changes for fallbacks are still needed in browsers that don't support `object-fit` and feature queries.

Extend the check in 'rest_allow_anonymous_comments' to accept any falsy value
(previously this was an explicit check for `false`).
One possible failure case is that a plugin developer forgets to include a
return value for some code path in their callback for this filter, leading to a
value of `null` which is currently treated like `true`.

The theme uses a hack to help the video header and header image fill the available space. This centers around `max-width: 1000%;`. It causes visual issues (zooming of the header video or image) for all users though.
This fixes that with CSS Features Queries. The hack remains for browsers that don't support Feature Queries and `object-fit`. Browsers that do support both get a better experience with a more reliable styling of the video and image header container.

In wp-admin, users are removed from individual sites rather than deleted. A user can only be deleted from the network admin.
Until support for a `PUT` request that removes a user's site and content associations is available, `DELETE` requests are disabled to avoid possible issues with lost content.

When deleting a user through the WordPress admin, a specific decision is presented - whether to assign all of the user's posts to another user, or to delete all of the posts.
This change requires `reassign` as a parameter in the corresponding REST API endpoint, so that content isn't accidentally lost.

This ensures that a standard header is shown on the front page whenever
a header video is set without a header image if the video doesn't load,
e.g., on mobile sizes or if the JS doesn't fire.
This adds a new class, `.has-header-video` that is added whenever the
`wp-custom-header-video-loaded` event is fired, which is then used to style
the custom headers along with `.has-header-image` whenever a header image
is available. This also changes the class name on the custom header media
wrapping `div` from `.custom-header-image` to `.custom-header-media`.

The API should allow updates that don't actually change anything. This allows
clients to, for example, accidentally send the same request twice without
encountering unexpected errors. This currently works for posts, terms, and
users, so this commit adds test cases accordingly.

- Ensure we are passing the most current `$post` and `$user` objects to the `update_additional_fields_for_object()` callbacks.
- Changes the function signature of `handle_status_param()` in the Comments controller to accept just the comment_id as the 2nd parameter, instead of a full WP_Comment object. Only the comment_id is needed in the method, this avoids having to include another `get_comment()` call.

Featured image support means that attachments can now be imported. Media can be sideloaded from within theme or plugin directories. Like other posts, attachments are auto-drafts until customizer changes are published, and are not duplicated when they already exist in the customized state. Attachment IDs can be used for any number of purposes, much like post IDs. Twenty Seventeen now includes 3 images used as featured images to best showcase the multi-section homepage setup.
As featured image IDs are stored in post meta, it also made sense to add support for page templates. Twenty Seventeen does not include any such templates, but the functionality can be quite important for displaying themes to their best effect.

When a custom header image was set but custom CSS was not, `wp_get_custom_css_post()` was generating an UPDATE query on every frontend request.
In theme options the header image meta data is stored as an object. In `update_option()` this hits an edge case as the resource IDs of the old and new values never match.
This changes the logic of `wp_get_custom_css_post()` to ensure `set_theme_mod()` is only called when the custom CSS has changed.

Invalid nav menu items are exported as settings in the customize controls since it `is_admin()`, but any such `nav_menu_item` settings are excluded from the preview since it's the frontend. Selective refresh for nav menus needs to ignore the syncing of any such `nav_menu_item` settings that are `_invalid` since they are never rendered, and when a nav menu only contains invalid items, an infinite fallback refresh can ensue.

Previously, if no translation files exist for a text domain, `_load_textdomain_just_in_time()` went through the entire process each time it was called. This results in an increased call to `get_locale()` and its `locale` filter.
This change splits the logic into `_get_path_to_translation()` and `_get_path_to_translation_from_lang_dir()`. The former, which is used by `_load_textdomain_just_in_time()`, caches the result of the latter. It also removes some non-working code from `WP_Locale_Switcher::load_translations()`.

This removes support for the skin tone modifier on emoji involving two or more people. This functionality is opposed by Apple and Google, so there is unlikely to be an input mechanism for such emoji, they oppose it on the grounds that they "...do not think a mechanism should be supported that only permits depiction of multi-person groups (or elements) in which each person has the same skin tone."

After [39187], WordPress started loading only the first page of a PDF.
This is appropriate for performance, but made it impossible to
write plugins that read other pages without overriding `load()`.
Introduces `WP_Image_Editor_Imagick->pdf_setup()`, to allow an override
to change WordPress' rendering DPI defaults or which pages are loaded.

Users without the moderate_comments capability can no longer set the `author_ip` property directly, and instead receive a `WP_Error` if they attempt to do so. Otherwise, the `author_ip property` is populated from `$_SERVER['REMOTE_ADDR']` if present and a valid IP value. Finally, fallback to 127.0.0.1 as a last resort.

iOS disables this feature under the hood, but it also distorts the images – unlike other mobile devices that don't support it. So this adds a check for both `background-attachment: fixed` support or whether it’s an iOS device - passing it adds the class `background-fixed` which is used to add the proper styles.
It also lowers the media query so the parallax-like style is present on a wider range of screens since this bug can be better targeted and avoided. In this way, screens that aren't the offending devices aren't punished merely based on screen size.

The `sizes` attribute was calculated incorrectly, resulting in the browser downloading the wrong resource. This filters the attribute to correct that.
Before the filter, the `img` contained:

The `SHOW TABLES LIKE` query can be used to search for tables that match a pattern, `wp\_123\_%`, for example. While this isn't the name of an actual table, the `wp_123_` prefix can be used by database drop-ins to direct the query correctly. This change removes the escaping and `%` modifier, to provide this usable prefix.

This adds play/pause controls to video headers, along with voice
assistance, using `wp.a11y.speak`, to make custom video headers more
accessible. To make styling the play/pause button easier for themes,
CSS has been omitted from the default implementation.
This also includes a refactor of the `wp.customHeader` code to introduce
a `BaseHandler` class, which can be extended by plugins and themes to modify
or enhance the default video handlers.

Adds a callback for determining when video headers should be displayed in themes supporting custom headers. By default, video headers are only displayed on the front page of a site.
Theme authors may set a custom callback by passing `'video-active-callback' => 'mytheme_video_active_callback'` as an argument. The default callback is `is_front_page()`.
This introduces the new function `is_header_video_active()` - returns `true` on pages that should display video headers. The return value can be filtered using the new filter of the same name.

IE9 doesn't understands `vh ` (vertical height) when inside of an `iframe`. Normally IE9 will understand `vh` as the vertical height relative to the viewport, but in an `iframe`, IE9 thinks the vertical height is relative to the size of the whole page. So this fixes that when the site is viewed in the Customizer preview – an `iframe`.

Removes the `.customize-partial-edit-shortcut-left-margin` class which was not effective on some themes, created a worse experience for other themes, and which did not recalculate when the preview was reflowed or resized. Now some small-width media queries are added to handle common cases while more dramatic issues can be handled by the theme. Also renames `Partial.positionEditShortcut()`to `Partial.addEditShortcutToPlacement()` which is a more accurate description of its function.

Restoring the current user context when saving a setting ensures filters apply as expected, such as Kses. When a user is not associated with a given setting change, continue to override `capability` to be `exist` when saving. Skip overwriting setting values in a changeset that have not changed, facilitating concurrent editing and amending a changeset by a user with fewer privileges.

The CSS property `background-attachment: fixed` is disabled in some mobile browsers for performance reasons. So here, the fix increases the breakpoint where the `background-attachment: fixed` is applied to the front page images. Doing this removes the fixed backgrounds and the issue from all smaller screens, but the downside is that it also removes the fixed backgrounds from smaller laptops. It's also possible future devices could fall into this breakpoint, but this seems to be the most practical solution.

TwentySeventeen attempts to highlight media found in post content by using `get_media_embedded_in_content()` to extract videos from the content and display their HTML differently. However, the HTML being generated by the playlist shortcode relies on JavaScript to update the video element with the markup needed to display the playlist properly. The `get_media_embedded_in_content()` function wasn't designed to handle this use case.
The patch looks for the presence of `wp-playlist-script` in the content and shows the standard content rather than trying to pluck the media elements from the content using `get_media_embedded_in_content()`.

Currently, the "Collapse menu" item is not focusable and keyboard users can't collapse/expand the admin menu. This aims to fix it so that screen readers no longer announce it as a clickable but it remains unfocusable and thus unusable. So it's now a button.

In -r39124, some additional issues were introduced:
* The 'overflow: hidden' on the `.site-header;` was added to prevent a side-scrolling issue, but it ended up cutting off the menu. It looks like the cause of the side-scroll was related to how the scroll down icon was rotated, so it's addressed by rotating the icon and not the `<a>`.
* Also, `min-height` doesn't play well with `display: table;` in Firefox. So it's addressed with just `height`.

Vimeo's API requires a Pro account to display videos as background videos
(i.e., without player controls), thus we shouldn't support Vimeo
URLs by default in custom header videos. This removes the reference of Vimeo
from the control description in the customizer.

Leverages `get_user_locale()` in `load_*_textdomain()` and `_load_textdomain_just_in_time()` to always load translations in the user's language when in the admin.
This re-introduces [39069], but now with additional tests and a `function_exists( 'wp_get_current_user' )` check in `get_user_locale()` in case it gets used early.

Add the `deleted` property to the root of the Response object to communicate if the delete action was successful. Move the state of the resource prior to the delete request under a new `previous` property. As a result DELETE responses are now structured like so:
`{ deleted: true, previous: { ... } }`
Also includes helpful information to DELETE requests for resources that are not trashable.

When themes register default headers, they can use sprintf style placeholder
strings in place of the template directory URI, which WordPress transforms
in several places by running the value of
`get_theme_support( 'custom-header', 'default-image' )` through `sprintf()`.
This fixes a few places where WordPress skipped the `sprintf()` step and
referenced the `get_theme_support()` value directly.

`get_header_image_tag()` relies on the data returned by `get_custom_header()`
to build the attributes for the header `<img>` element. However,
`get_custom_header()` relies on data from the `header_image_data` theme
mod rather than the `header_image` theme mod that `get_header_image()` uses.
This can create inconsistencies when no header image is set, but a theme
supports a default header image.
This fixes the issue by making `get_custom_image_tag()` rely on the URL
returned by `get_header_image()` instead.

If a value is sanitized in PHP and differs from the JS value in the pane, a `change` event for the setting is triggered upon refresh. This should be avoided since the value just came from the server as being sanitized. This also fixes periodic issue where selective refresh happens immediately after a full refresh.

In [38985], we used jQuery to trigger a custom event once a video
handler has completed so themes, like Twenty Fourteen, can execute
their own adjustments after the header video has loaded.
This replaces the jQuery `trigger()` method with a native event and
updates Twenty Fourteen accordingly.

While "Menu/Theme locations" was descriptive of what the choices listed were, in the context of editing an individual nav menu it is more descriptive to use a setting label that tells you what it is you are affecting for that nav menu, which is where it will be displayed. Technically multiple locations can be chosen, but in practice that appears to be rare enough that we can avoid an awkward "location(s)" type string.

Some parameters (`title`, `content`, etc) are objects in the output, but allow objects or strings to be sent in updates for a more ergonomic interface. This is pretty weird behaviour, so the default sanitisation doesn't handle this. We instead handle this ourselves in the preparation.

This error code is now... wait for it... `wp_mail_failed`. Previously, this would have been the originating PHPMailer error code, which could be `0`, which would then fail (pass?) the `empty()` check in the `WP_Error` constructor, thereby rendering the error object fairly useless. The PHPMailer error code is now located within the `WP_Error` data.

Historically, it's been difficult to extend user roles, but reasonable to work around by waiting until after `init` has fired, to add custom roles and capabilities. With the addition of Locale Switching, Core now potentially loads roles before `init` has fired, leaving a window where custom roles and capabilities are not handled.
The new filter allows plugins to add their own custom roles whenever they're initialised (on page load, or when switching sites, for example), so that they can always be obeyed.
`WP_Roles` has also been tidied up a little bit, to remove duplicate code.

`test_default_theme_in_default_theme_list()` was always being skipped after #31550, this causes it to once again check that the unit tests are up to date and include the latest default theme.
`test_default_themes_have_textdomain()` didn't play happy when a default theme wasn't installed on a site.

Previously a user could remove a protected meta field by using their browser developer tools to alter the form field properties in the Custom Fields meta box, given that they know the ID of the protected meta field. This change prevents this by preventing any change to a protected meta field, including changing its key.

On the Multisite - single site "Add New User" screen, some form fields have more
than one label associated with them. Form controls should have at most one
associated label element. If more than one label element is associated to the
control, assistive technologies may not read the appropriate label.
Additionally, labels can be associated to their related form fields either
explicitly (using a `for` attribute referencing the field ID) or implicitly
(using the label to wrap the field). As a best practice, never do both and
prefer explicitly associated labels when possible.

A theme can opt-in for tailored starter content to apply to the customizer when previewing the theme on a fresh install, when `fresh_site` is at its initial `1` value. Starter content is staged in the customizer and does not go live unless the changes are published. Initial starter content is added to Twenty Seventeen.
* The `fresh_site` flag is cleared when a published post or page is saved, when widgets are modified, or when the customizer state is saved.
* Starter content is registered via `starter-content` theme support, where the argument is an array containing `widgets`, `posts`, `nav_menus`, `options`, and `theme_mods`. Posts/pages in starter content are created with the `auto-draft` status, re-using the page/post stubs feature added to nav menus and the static front page controls.
* A `get_theme_starter_content` filter allows for plugins to extend a theme's starter content.
* Starter content in themes can/should re-use existing starter content items in core by using named placeholders.
* Import theme starter content into customized state when fresh site.
* Prevent original_title differences from causing refreshes if title is present.
* Ensure nav menu item url is set according to object when previewing.
* Make sure initial saved state is false if there are dirty settings without an existing changeset.
* Ensure dirty settings are cleaned upon changeset publishing.

This adds the ability for themes to add support for videos in custom headers
by passing `'video' => true` as an argument when adding theme support for
custom headers.
Custom video headers are managed through the “Header Visuals” (i.e. “Header Image”)
panel in the Customizer where you can select a video from the media library or set a
URL to an external video (YouTube for now) for use in custom headers.
This introduces several new functions:
`has_header_video()` – Check whether a header video is set or not.
`get_header_video_url()` – Retrieve header video URL for custom header.
`the_header_video_url()` – Display header video URL.
`get_header_video_settings()` – Retrieve header video settings.
`has_custom_header()` – Check whether a custom header is set or not.
`get_custom_header_markup()` – Retrieve the markup for a custom header.
`the_custom_header_markup()` – Print the markup for a custom header.
And a new file, `wp-includes/js/wp-custom-header.js` that handles loading videos
in custom headers.
This also enables video headers in the Twenty Seventeen and Twenty Fourteen themes.

CSS generated content is going to be rendered for speech output more and more in
the next future. When it's not intended to be available for speech output, for
example with font icons, then special care should be used to hide it from
assistive technologies. At the moment, the only reliable way to do this is making
use of a wrapper element and set `aria-hidden="true"` on it.

A `null` value is returned in the response for any option that has a non-scalar value.
To protect clients from accidentally including the `null` values from a response object in a request, we do not allow options with non-scalar values to be updated to `null`. Without this added protection a client could mistakenly delete all options that have non-scalar values from the database.

The WP-API plugin originally used a custom method for fetching object
terms in a way that supported the object cache and also accepted all
parameters for `get_terms()`. In [38667], the internals of
`wp_get_object_terms()` were modified to use `WP_Term_Query`, thus
delivering in a native fashion the features that the API had
previously achieved bespokely.

Hiding WP_Query params under the filter key (instead of allowing them to be top-level params) was one of our biggest complaints from users of v1 of our REST API. With the introduction of user-specific languages in [38705] it's necessary to be able to switch translations on the fly. For example emails should be sent in the language of the recipient and not the one of the current user.
This introduces a new `WP_Locale_Switcher` class which is used for switching locales and translations. It holds the stack of locales whenever `switch_to_locale( $locale )` is called. With `restore_previous_locale()` you can restore the previous locale. `restore_current_locale()` empties the stack and sets the locale back to the initial value.
`switch_to_locale()` is added to most of core's email functions, either with the value of `get_locale()` (site language) or `get_user_locale()` (user language with fallback to site language).

WordPress has supported custom page templates for over 12 years, allowing developers to create various layouts for specific pages.
While this feature is very helpful, it has always been limited to the 'page' post type and not was not available to other post types.
By opening up the page template functionality to all post types, we continue to improve the template hierarchy's flexibility.
In addition to the `Template Name` file header, the post types supported by a template can be specified using `Template Post Type: post, foo, bar`.
When at least one template exists for a post type, the 'Post Attributes' meta box will be displayed in the back end, without the need to add post type support for `'page-attributes'`. 'Post Attributes' can be customized per post type using the `'attributes'` label when registering a post type.

When support for PDFs is available, on upload,
render 'Thumbnail', 'Medium', 'Large', and 'Full' sizes of
the first page, and save them in attachment meta.
Use these renders within Add Media, Media Gallery and List views,
Attachment Details, Post/Attachment Edit screens, and Attachment pages.
Support available by default via Imagick -> ImageMagick -> Ghostscript,
but can be provided by any `WP_Image_Editor` that supports PDFs.

Like its predecessor (`sanitize_text_field()`), `sanitize_textarea_field()` is a helper function to sanitise user input. As the name suggests, this function is for sanitising input from `textarea` fields - it strips tags and invalid UTF-8 characters, like `sanitize_text_field()`, but retains newlines and extra inline whitespace.

When a site is using a static front page, and that page is in a menu, it isn't given the CSS class `menu-item-home`, contrary to the developer documentation.
An incorrect solution was originally added in [35272], and is now gone. Let us never speak of it again.

`get_site()` has replaced `get_blog_details()` throughout core and is the recommended way to retrieve a current or single site object.
The `blog_details` filter is applied when full details are requested from `get_blog_details()`.
To ensure backwards compatibility in the switch to `get_site()`, this `blog_details` filter is now applied in `WP_Site::get_details()` and marked as deprecated with a note to rely instead on the `site_details` filter introduced in 4.6.

The color control in the customizer can use the new mode by supplying the `mode` param with `hue` (as opposed to the new default `full` value). New control replaces the `range` control in Twenty Seventeen for `colorscheme_hue`. The `wpColorPicker` can opt for hue-only mode via supplying `hue` as the `type` option. Iris Color Picker is updated from v1.0.7 to v1.1.0-beta.

In addition to `wp_list_filter()` for filtering a list of objects, and `wp_list_pluck()` for plucking a certain field out of each object in a list, this new function can be used for sorting a list of objects by specific fields. These functions are now all contained within the new `WP_List_Util()` class and `wp_list_sort()` is used in various parts of core for sorting lists.
This was previously committed in [38859] but got reverted in [38862] and [38863]. To fix the previous issues, `wp_list_sort()` supports now an additional argument to preserve array keys via `uasort()`.

Fixes bug where an invalid Last-Modified value would be returned in feed requests for sites that had 0 items to return. Comment or post feeds will now return the current timestamp as the Last-Modified header value. Example: a request for the comments feed for a site without any comments.
Replaced use of the local static variable `$cache_lastcommentmodified` to store the modified date in `get_lastcommentmodified()` with the Object Cache API. The `get_lastcommentmodified()` function returns early if there is a cached value and returns `false` if there where no comments found. Introduced `_clear_modified_cache_on_transition_comment_status()` to flush the `lastcommentmodified` cache key when a comment enters or leaves approval status. In `get_lastpostmodified()` return early if there is a cached value and return `false` if there are no posts found.

Previously, if an invalid post status was assigned to a media object, the object would be returned with an unchanged status. After [38911], an error response is returned.
The assertion in test_get_items_invalid_status_param_is_discarded() needs to be updated to account for the expected error response. The test name has been changed to `test_get_items_invalid_status_param_is_error_response()`.

This functionality was originally added in [38858], using `symlink()` to put a link to the theme in WordPress' `themes` directory. Unfortunately, not all installs have write access to the `themes` directory, causing unit tests to fail.
The new method is to add the test theme directory to `$wp_theme_directories`, and fix the handful of tests that don't expect `$wp_theme_directories` to have multiple entries.
The test install/bootstrap routines now also check that `WP_DEFAULT_THEME` is defined, in case the tests are being run on a system that hasn't upgraded its' `wp-tests-config.php`.

An empty string causes some browsers to use the current URL as the `href`. When using `history.replaceState()` Chrome will re-fetch the favicon with each call, meaning that `customize.php` gets hit with wasted requests which tax the server.

Previously we ensured that the entry points to WordPress were parsable by PHP4 in order to display a friendly not-supported-php error message.
However, for the last two years the main entry points have not actually parsed, and we've only added extra parse errors since it last worked in 3.9, so it's time we just remove this 'feature'.
The PHP version checks are still there for PHP 5.0/5.1, and so it's inplace when we eventually drop PHP 5.2 support.

On the Header Image section, the previously uploaded images disappeared off-screen
when using the keyboard to navigate and the remove "X" button got keyboard focus.
Changing the off-screen CSS technique used for the "X" buttons fixes it.
- improves the focus style on the previously uploaded and suggested images
- removes a `tabindex="0"` attribute from the current header image

This improves UX, since an image added will be displayed on front end as opposed to not at all. This fix added the front page's featured image above the front page content, similar to how it's handled in the other panels. Also it removed code that was setting the front page's featured image as a fallback to the custom header, and updated the conditions that add the `has-header-image` to remove reference to the front page's featured image.

As of WordPress 4.3 the `wp_new_comment()` function has been updated to allow the comment_agent value to be set when a comment is created. The comments API endpoint now allows the comment author's user agent to be set when creating a comment.
Also, the `readonly` property on the `author_user_agent` parameter in the schema was removed.

New default themes require workarounds being added to several unit tests, as they often alter default WordPress behaviour. To avoid ongoing maintenance issues, this change switches to a minimal theme when running tests.
This change also removes the old workarounds for default themes.

One thing fairly common to the cache groups is a block of code to look to see when the cache was last changed, and if there isn't one, to set it for the current microtime(). It appears in 8 different places in core. This adds a new helper `wp_cache_get_last_changed` to DRY things up a bit.
Since `wp-includes/cache.php` isn't guaranteed to be loaded, this new function is in `wp-includes/functions.php`

Builds can hang or get very slow on copy when you have alot of files. Alot of files can suddenly appear when you are developing new themes or plugins. Often, it's nice to have a minimal build, especially if you are preparing a commit.
This adds a new flag `--minimal-copy` that can be added to any task which does a copy. These tasks include build, test, and copy. This flag will cause no plugins to be copied and only the twenty series of default themes to be copied. Everything else remains the same.

* Custom CSS is associated with a given theme and is displayed in an inline `style` element at the `wp_head` hook after the `wp_print_styles` is called so that it overrides any enqueued stylesheets.
* A `wp_get_custom_css()` function is used for accessing the CSS associated with the current theme (or another theme) and a `wp_get_custom_css` filter for manipulating it.
* CSS is managed in customizer via a new "Additional CSS" section with a single `textarea` control.
* `WP_Customize_Section::$description_hidden` is introduced for hiding extended descriptions in customizer sections behind a help toggle as done with panels.
* CSS is stored in a `custom_css` post type with the theme (stylesheet) slug as the `post_name`.
* `WP_Customize_Custom_CSS_Setting` is introduced to handle validation of CSS, previewing, and persisting the CSS to the `custom_css` post type.
* The `custom_css` setting is tied to a new `unfiltered_css` capability which maps to `unfiltered_html` by default.
* Escaping the message in the notification template is removed to allow markup (`code` tags) to be rendered.

`get_network()` falls back to the current network when called without any arguments. Between this and `get_current_network_id()`, we can replace almost all instances of the global `$current_site` and all instances of `get_current_site()`.
This effectively deprecates `get_current_site()`, something that we'll do in a future ticket.

This removes the fallbacks in `wp_get_attachment_image()` and in
`wp.media.string.props` which attempt to generate an `alt` value
from the image caption or title if an `alt` attribute isn't explicitly
set.
This allows for image HTML to be generated that contains an empty `alt`
value, i.e., `alt=""` which is much preferable for screen readers than
reading redundant content in the case of a caption, or when reading the
image title, which is often generated from the filename and not helpful
as `alt` text.

WordPress 4.4 introduced "hyphen exclusion" for search terms, so that
"foo -bar" would return posts containing "foo" AND not containing "bar".
The new filter 'wp_query_use_hyphen_for_exclusion' allows developers
to disable this feature when it's known that their content will contain
semantically important leading hyphens.

[38776] introduced a call to `get_term()` using only the term ID. This
causes problems in cases where shared terms have not been split. Since
we have the taxonomy available, there's no harm in passing it along to

Since 4.4, comment submission has been mostly abstracted into a function,
rather than being processed inline in wp-comments-post.php. This change
made it easier to write automated tests against the bulk of the comment
submission process. `wp_allow_comment()` remained untestable, however:
when a comment failed one of its checks (flooding, duplicates, etc),
`die()` or `wp_die()` would be called directly. This shortcoming posed
problems for any application attempting to use WP's comment verification
functions in an abstract way - from PHPUnit to the REST API.
The current changeset introduces a new parameter, `$avoid_die`, to the
`wp_new_comment()` stack. When set to `true`, `wp_new_comment()` and
`wp_allow_comment()` will return `WP_Error` objects when a comment check
fails. When set to `false` - the default, for backward compatibility -
a failed check will result in a `die()` or `wp_die()`, as appropriate.
Prior to this changeset, default comment flood checks took place in the
function `check_comment_flood_db()`, which was hooked to the
'check_comment_flood' action. This design allowed the default comment
flood routine to be bypassed or replaced using `remove_action()`.
In order to maintain backward compatibility with this usage, while
simultaneously converting the comment flood logic into something that
returns a value rather than calling `die()` directly,
`check_comment_flood_db()` has been changed into a wrapper function for
a call to `add_filter()`; this, in turn, adds the *actual* comment flood
check to a new filter, 'wp_is_comment_flood'. Note that direct calls
to `check_comment_flood_db()` will no longer do anything in isolation.

Since [37573], `get_object_term_cache()` has expected term IDs to be
stored in the taxonomy relationship cache. The function would then
reach directly into the 'terms' cache to fetch the data corresponding
to a given term, before returning a `WP_Term` object. This caused
problems when, for one reason or another, term data was cached
inconsistently:
* If the 'terms' cache is empty for a given term ID, despite the earlier call to `_prime_term_caches()`, `get_term()` would return an error object.
* If the array of cached term IDs contains an invalid ID, `get_term()` would return an error object.
We avoid these errors by no longer touching the 'terms' cache directly,
but running term IDs through `get_term()` and allowing that function to
reference the cache (and database, as needed). If `get_term()` returns
an error object for any of the cached term IDs, `get_object_term_cache()`
will return that error object alone. This change ensures that upstream
functions, like `get_the_terms()`, return `WP_Error` objects in a
predictable fashion.

On the Menus screen, the links to move menu items behave like buttons: they
perform an action so they should be real buttons to be correctly reported to
assistive technologies. Since they're logically grouped controls, they should
also be wrapped in a `<fieldset>` element for better semantics and accessibility.

The position of this template within the hierarchy is of so little use that zero themes in the WordPress.org theme directory make use of it. It's second only to `index.php` in the hierarchy, meaning that any archive template such as `category.php` or `archive.php` will be chosen before it.

If a plugin attempts to change the rewrite rules to early, other plugins may have their rules inadvertently discarded. Additionally, some function such as `url_to_post_id` cause a rewrite rule lookup that could cause this accidental flushing. This forces the flushing to only occur once `wp_loaded` has been fired.

This changes the global `$wp_taxonomies` to an array of `WP_Taxonomy ` objects. `WP_Taxonomy ` includes methods to handle rewrite rules and hooks.
Each taxonomy argument becomes a property of `WP_Taxonomy`. Introducing such a class makes further improvements in the future much more feasible.

The addition of the `pre_do_shortcode_tag` in [38506] allows plugins to short-circuit the shortcode execution process, which is particularly helpful for caching expensive shortcodes.
The `do_shortcode_tag` is the corresponding part of that system - when a shortcode hasn't been executed previously, there needs to be a clean method of populating the cache.

By enabling the user to select their preferred locale when editing the profile, we allow for greater personalization of the WordPress admin and therefore a better user experience.
The back end will be displayed in the user's individual locale while the locale used on the front end equals the one set for the whole site. If the user didn't specify a locale, the site's locale will be used as a fallback. The new `locale` property of the `WP_User` class can be used to retrieve the user's locale setting.

This introduces the singular `edit_term`, `delete_term`, and `assign_term` meta capabilities for terms, and switches the base capability name for tags from `manage_categories` to `manage_post_tags` and the corresponding `edit_post_tags`, `delete_post_tags`, and `assign_post_tags`.
All of these capabilities ultimately map to `manage_categories` so by default there is no change in the behaviour of the capabilities for categories, tags, or custom taxonomies. The `map_meta_cap` filter and the `capabilities` argument when registering a taxonomy now allow for control over editing, deleting, and assigning individual terms, as well as a separation of capabilities for tags from those of categories.

Previously, we looped through all of the site IDs found via user meta and ran `get_blog_details()` for each site. Now, we can pass all of the site IDs at once to `get_sites()` and receive full `WP_Site` objects.
To avoid possible issues with return type, sites are still processed into a standard object that also has a `userblog_id` property attached. Nothing is changed for non-multisite configurations.

In [38294], `pathinfo()` was used with the `PATHINFO_BASENAME` constant to
get the basename of the file to be used as an attachment title, which depends
on PHP locale and can cause issues with UTF-8 characters. This uses
`wp_basename()` instead, which is a more i18n-friendly version of `basename()`.

The new 'object_ids' parameter for `WP_Term_Query` allows queries for
terms that "belong to" a given object. This change makes it possible
to use `WP_Term_Query` inside of `wp_get_object_terms()`, rather than
assembling a SQL query.
The refactor has a couple of benefits:
* Less redundancy.
* Better consistency in accepted arguments between the term query functions. See #31105.
* Less redundancy.
* Object term queries are now cached. The `get_object_term_cache()` cache remains, and will be a somewhat less fragile secondary cache in front of the query cache (which is subject to frequent invalidation).
* Less redundancy.
A small breaking change: Previously, if a non-hierarchical taxonomy had
terms that had a non-zero 'parent' (perhaps because of a direct SQL
query), `wp_get_object_terms()` would respect the 'parent' argument.
This is in contrast to `WP_Term_Query` and `get_terms()`, which have
always rejected 'parent' queries for non-hierarchical taxonomies. For
consistency, the behavior of `get_terms()` is being applied across the
board: passing 'parent' for a non-hierarchical taxonomy will result in
an empty result set (since the cached taxonomy hierarchy will be empty).

Previously, if a network's domain started with `www.` in a subdomain configuration, a slug lookup with `get_id_from_blogname()` would not match an existing site. A similar lookup in a subdirectory configuration would work fine.
This strips `www.` from the network's domain in a subdomain configuration during the lookup and returns the site as expected.
Adds tests which would previously fail in a subdomain configuration, but now pass in both configurations.

Removes contents for sections and panels from being logically nested (in the DOM) in order to eliminate many issues related to using `margin-top` hacks. The element containing the link to expand the content element for panels and sections is now a sibling element to its content element: the content is removed from being nested at initialization. The content element is now available in a `contentContainer` property whereas the head element (containing the link to open the construct) is in a `headContainer` property. The existing `container` property is now a jQuery collection that contains both of these elements. Since the head element is no longer in an ancestor element to the `content` element, the `aria-owns` property is now used to maintain the relationship between the `headContainer` and the `contentContainer`. These changes are also accompanied by an improvement to the animation performance for the sliding panes.

Bulk actions can now be registered for all admin list table dropdowns via the `bulk_actions-{get_current_screen()->id}` filter. Handling custom bulk actions can be performed in the corresponding and newly introduced `handle_bulk_actions-${get_current_screen()->id}` filter.

In rare circumstances, for example buttons with icons and no visible text,

`register_setting` can now be passed an array arguments to specify meta-data about the setting,
much like using the `register_meta` API. Of note, it will now accept a `show_in_rest` arg to
hint the inclusion of the setting in the REST API. `get_registered_settings()` is available
as a utility to get all registered settings.

If there are no pages when the customizer is opened, the `static_front_page` section will be hidden. As soon as a page is created in the customizer session, the `static_front_page` section will be revealed. Previously the section would not be registered if there were no pages. Page stubs created via nav menus will appear in the `dropdown-pages` controls for `page_for_posts` and `page_on_front`, and such page stubs will thus cause the `static_front_page` section to appear. Plugins that facilitate page creation in the customizer by filtering `get_pages` will also cause the section to appear.

This change means that after entering their site's settings upon installation, users are immediately logged in and redirected to the admin dashboard, instead of being presented with the 'Success!' screen and then being asked to log in. This reduces friction and reduces the number of steps for installation.

Post Passwords are incredibly inflexible. One Password per site at a time and other limitations that can't really be changed without a backwards compatibility break. This adds the ability for sites to change the password behavior such as doing per post passwords or allowing multiple passwords to be set in a browser. The possibilities are YUGE.
Additionally, it allows for a behavior other than returning a html form when a password is needed. This is important for non website use cases (such as in a restful API).

[38592] changed the behaviour of `wpautop()` , so it's nice to change `autop()` to match.
Interestingly, this change isn't necessary for the functionality to work - #4857 didn't affect content that had been run through `autop()` at some point, as `autop()` would add a single line break before block elements, then `wpautop()` would later add a second line break, making it work correctly.

`wpautop()` considers double line breaks to be the separator between block level HTML elements. By adding two line breaks before a block element, this allows us to process the text before a block element correctly.

Longer passwords and passphrases are much more common than when post passwords were introduced all those eons ago, so let's increase the length of the `post_password` field from 20 to 255 characters.
The password will continue to be stored in plaintext, as the ability for the post author to view the password is a commonly used feature.

To allow `plugin.php` to be loaded before the rest of WordPress is loaded, it cannot rely on WordPress constants, such as `ABSPATH` and `WPINC`.
Instead, we can assume that `class-wp-hook.php` will be in the same directory as `plugin.php`, so `dirname( __FILE__ )` will give us the correct path to load from.

The `tests_add_filter()` helper function directly manipulates the `$wp_filter` global, instead of using `add_filter()`. We can use `add_filter()` when it's available, and fall back to manipulating `$wp_filter` when it isn't, relying on the `$wp_filter` bootstrap code at the top of `plugin.php` to handle conversion.

Sometimes, `DB_CHARSET` will be set to `utf8mb4`, even if the current setup doesn't support `utf8mb4`. After [38442], this can cause significant character set failures, causing the connection to fall back to `latin1`.
Instead of doing this, we now check that the connection supports `utf8mb4` before trying to use it, and fall back to `utf8` when we need to.

The most useful function this introduces is `get_theme_file_uri()`, which returns the URL to the specified file in the child theme if it exists, and falls back to the URL to the specified file in the parent theme. This allows parent themes to reference files (including enqueuing CSS and JavaScript files) that can be overridden by the child theme simply by existing.
This change also introduces `get_theme_file_path()`, which is the file path equivalent of `get_theme_file_uri()`.
Finally, `get_parent_theme_file_uri()` and `get_parent_theme_file_path()` are also introduced, which allow a theme to specifically reference a file URL or file path in the parent theme. These can be used as replacements for `get_template_directory_uri()` and `get_template_directory()` respectively, for consistency.

Filters and actions have been the basis of WordPress' plugin functionality since time immemorial, they've always been a reliable method for acting upon the current state of WordPress, and will continue to be so.
Over the years, however, edge cases have cropped up. Particularly when it comes to recursively executing hooks, or a hook adding and removing itself, the existing implementation struggled to keep up with more complex use cases.
And so, we introduce `WP_Hook`. By changing `$wp_filter` from an array of arrays, to an array of objects, we reduce the complexity of the hook handling code, as the processing code (see `::apply_filters()`) only needs to be aware of itself, rather than the state of all hooks. At the same time, we're able te handle more complex use cases, as the object can more easily keep track of its own state than an array ever could.

Adds an `item_spacing` option to the arguments array for the functions `wp_nav_menu()`, `wp_list_pages()`, and `wp_page_menu()`. `item_spacing` is a boolean accepting either `preserve` or `discard`.
Previously, certain CSS choices could result in a site's layout changing if `wp_nav_menu()` fell back to the default `wp_list_pages()` due to differences in the whitespace within the HTML. The new argument ensures a function outputs consistant HTML while maintaining backward compatibility.

The Customizer and Theme Installer open in full overlays that need to receive
focus. Also, keyboard navigation should be constrained within the overlays. Using
CSS `visibility` to hide all the content except the overlays, makes them the only
available and focusable content and allows browsers to handle focus natively.

Additionally, update the `$message` parameter description in the DocBlock for `wp_die()` to make it explicitly clear messages derived from a passed `WP_Error` object will only be evaluated if not performing an Ajax or XML-RPC request (as both default handlers completely ignore `WP_Error` object messages).

This moves `wp_get_network()` to the bottom of `ms-load.php` as `ms-deprecated.php` is not available early enough.

* Eliminates the server mutating the a `WP_Error`'s `$error_data` to merge-in a `$from_server` flag (since it may not be an array to begin with). Instead it defers to the client to add a `fromServer` param on any `Notification` instances created from server-sent errors.
* Ensures that notifications will be re-rendered if a notification's `message` changes but the `data` and `type` remain the same.
* Adds explicit support for the `Notification` class to have a `setting` property, ensuring that the property is set whereas previously it was dropped.

After [38364], the inclusion of `class-wp-locale.php` was changed from a `require_once()` to a `require()`. This caused problems for anything that called `load_text_domain_early()` prior to the `require()` but didn't bail, as it was now being `require()`-ed a second time.
With the use of `require_once()`, it doesn't really matter where it's loaded, so it has been moved next to the related `l10n.php` load.

When a customizer construct (panel, section, control) is not added in PHP, the JS has interpreted this to mean that a given construct should be deactivated (because it is gone). This is problematic for dynamically-created constructs in JS, as it has meant that the construct would also have to be created in PHP to ensure the `active` callback is called, or else a hack would be required to add a `construct.active.validate = function() { return true };` to forcibly prevent the construct from getting deactivated.
These workarounds can be eliminated by treating constructs differently when they are created dynamically in JS (after page load) as opposed to being created statically in PHP (on the server). Namely, if a construct is dynamically-created then its absence in a preview refresh should not signal that the construct should be deactivated. Rather, a dynamic construct should only have its activation state toggled if it has a corresponding construct created in PHP when the preview refreshes to explicitly indicate its `active` state. Otherwise, the management of the `active` state for a construct created in JS should also be the responsibility of client-side code.

This private query var allows the hierarchical page query on the Pages listing screen to query for `wp_posts.ID, wp_posts.post_parent` instead of `wp_posts.*`. This introduces large memory and time savings when the site contains a large number of Pages. Combined with the processing time savings introduced in [31730] this makes the Pages listing screen considerably more performant.

The SQL query was built using the clauses compiled when querying for
top-level comments. But in cases where the top-level comment query
results are already in the cache, the SQL clauses are not built, and
so are unavailable for `fill_descendants()`. Instead, we call
`get_comments()`, using modified versions of the parameters passed
to the main `WP_Comment_Query` class.

[37320] corrected some behaviour in how PHP and MySQL character sets are matched up. This was correct, but had the side effect of causing some incorrectly configured sites to start failing.
Prior to [37320], if `DB_CHARSET` was set to `utf8mb4`, but the PHP version didn't support `utf8mb4`, it would fall back to the default character set - usually `latin1`. After [37320], the `SET NAMES` query would force MySQL to treat the connection character set as `utf8mb4`, even if PHP wasn't able to understand it.
By checking if `mysqli_set_charset()` succeeded, we can simulate the old behaviour, while maintaining the fix in [37320].

Running the taxonomy array through `array_unique()` is unnecessary
when the function returns objects, because the associative keys already
ensure uniqueness.
This also fixes a bug when running `get_attachment_taxonomies()` in
HHVM, which doesn't like casting objects to strings for the purposes
of `array_unique()`.

Introduces the ability to create stubs for the various post types to add to a given menu. This eliminates the need to leave the customizer to first create the post in the admin and then return to managing menus. Only the title of the newly-created post can be supplied; the post content will be blank and will need to be provided in the normal edit post screen outside the customizer, unless a plugin enables a post editing in the customizer experience. When a post is created and added to a nav menu in the customizer, the newly created post that is added to a menu is given the `auto-draft` status, and if the changes are not published, the `auto-draft` post will be automatically deleted within 7 days via `wp_delete_auto_drafts()`. However, if the customizer changes are saved, then these nav menu item `auto-draft` post stubs will be transitioned to `publish`.

After [38118], when previewing a page with a secondary loop, all post
thumbnails would be filtered to display the post thumbnail for the
page being previewed. This ensures `_wp_preview_post_thumbnail_filter()`
is only applied if the `$post_id` of the post meta being filtered is
equal to the post or page being previewed.
